They are the same faces lowered. They are back in the positions they were in before the new clock was put in in about 1923. Apparently the newly donated clock had bigger faces and didn't fit, and surrounding buildings meant they wanted the faces higher. We thought it unbalanced the look of the tower and they would be better back where they originally were. The backing discs were repaired and blacked so the faces stand out again.
The difficulty with the faces where they are is that the bell frame girders block the backs so the mechanism won't work. But on the assumption the bells will be restored and the frame lowered, it doesn't matter.
We have the hands but there is no point putting them back on yet.

UPDATE
In the local rag today, the developers are looking for funding to overhaul the bell tower and create a bell ringing centre. So all being well the bells will remain and be put back into use again
