As the doors dont look very substantial I dont think its any sort of bomb or blast shelter as you would expect them to be if that is what it was built for.
yeah the holes are opposite each other, so possibly. The door frame is wood so not substantial at all. I think you may be right, some sort of storage tank (oil, maybe?) with a room below for filling up, valves and stuff like that. And the holes are for a pipe running through the room. good call.

Still not sure about this one - the fact that bothers me is if it was for a storage tank then why this cut off pyramid shape . A normal wall construction would have been ok for a tank on top.

The wider base of the structure may because of :-

    1. Soft ground conditions and needing to spread the load - not likely from the appearance of the ground as it doesnt look marshy.

    2. Something very heavy on top and needing to spread the load - possible.

    3. Something tall on top and need for extra stability and to absorb movement of whats on top - again possible .

So my suggestions for uses which may fit the evidence are:

A base for a Storage Tank with associated pipework.

A base for a mast (either power or transmitter)

A base for a Wind Driven Pump ( there are some similarities to the one BerniceUK found at Mow Cop.

Of course it may be none of these - hope we can find out .

Air raid shelters are structures for the protection of the civil population as well as military personnel against enemy attacks (bombing) from the air. They are similar to bunkers that can also be seen in Subic Bay Philippines.

Its an example of spammers, the majority of which are from the far east and Russia, the Phillipines comment gave it away, also the email address used to register and the links in the signature (which I've removed) for two on-line market places

This might have been the base of a radio mast, with the holes being cable entries, if so there would probably have been other anchors for support cables nearby. i wouldnt mind a look at this, could have been a repeater for b/ham Anchor.
