I'm not actually sure but my best guess would be that its some kind of memorial commemorating the fact that it is the (former) site of old heath colliery and the odd shape may be something to do with the fact that it is on/ near/ above/ close to a shaft/ headstock something like that perhaps..

In fact, I hadn't realised that there was so many coal mines in and around Wolverhampton-

so I've no idea what, if anything, is represented other than an idea by whoever made it.
